Site Council By-Laws

 

Introduction

 

On August 17, 1997, the district opened Casa Grande Union High School, a brand new 275,500 square-foot state of the art facility.  The School was designed for 2,800 students and the district opened with nearly 2,400.

 

The new school has computer stations; video and telephone communication in all classrooms, computer labs, library, learning center, intensive vocational program, and an extensive curriculum designed to meet the needs of diverse student body.  During the first year of operation, several new staff members were hired, including three new administrators.  In addition, various constructional, educational, and policy issues were finalized and the school held its first graduation on May 20, 1998.  The class of 1998 consisted of 293 students proud to be among the first graduates of this new facility.

 

Mission Statement

 

The mission of Casa Grande Union High School is for staff to provide a safe learning environment where students are able to increase academic achievement in the critical areas of math, reading, and writing. We believe that working in cooperation with parents and the community that CGUHS will provide resources for each student in a least restrictive environment, which encourages students to become productive and responsible citizens. We accept this responsibility to teach all students these life lessons.

 

By-Laws of Casa Grande Union High School

 

Article I – Name

The name of the organization is the Casa Grande Union High School Improvement Site Council.

 

Article II – Role of Council

The council will independently focus its efforts towards the realization of the mission statement by:

  • Providing and expanding alternative educational opportunities in the Casa Grande Union High School.

  • Establishing school policies that will be uniform and flexible enough to allow for individuality of the teachers and administration.

  • Making sure students will understand school-wide learning expectations that are reinforced visually and orally.

  • Helping students to perform to their maximum potential regardless of any past or present obstacles.

  • Monitoring student performances to ensure that student mastery of state standards are met.

 

Article III. – Members

The Casa Grande Union High School Site Council membership shall consist of:

            Two non certified employees

            Two administrators

            Five teachers

            Two students

            Three community

Five parent representatives

 

Article IV – Terms of Office

Each member shall hold office for a period of two years, staggered, or until the last school meeting next succeeding an election of site members, and until a successor shall have been elected and qualified.

           

Article V – Voting

Expect as otherwise provided State Statute, CGUHS Policy or By-Laws shall authorize any expression of consent or dissent authorized by a majority of the votes cast at each meeting.

 

Article VI – Termination

Any site member may be removed with or without cause at any time by a two-thirds (2/3) vote of the votes cast of council members at a special meeting called for that purpose.

 

Article VII – Registration

Any member may resign at any time by giving written notice to the Chair.  Unless otherwise specified in such written notice, such resignation shall take effect upon receipt of such notice to the Chair of the School Improvement Site Committee.  The acceptance of such resignation shall not be necessary to make it effective.

 

Article VIII – Vacancy

A vacancy on the site council by reason of death, resignation, the inability to act, or any other cause whatsoever, may at any time be filled for the unexpired portion of the term by two thirds (2/3) vote of the votes case by the School Improvement Site Council at a special meeting of the council called for that purpose.

 

Article IX – Officers

The officers of the Site Improvement Council shall consist of a Chair who may also be the Principal of Casa Grande Union High and a Secretary-Treasurer and such other officers deemed advisable from time to time.

 

Article X – Meetings

The Casa Grande Union High School Improvement Site Council shall convene and hold monthly meetings for the purpose of transacting approval and the conduct of the school and its functions.

 

All meetings shall be held at the Chair’s office or at such other place as shall be designated in the notice or waiver of notice of such a meeting or meetings.

 

Notice of all meetings shall be provided in accordance and in compliance with the Open Meeting Laws of the State of Arizona and shall be specifically set forth on an agenda for said meeting in accordance with the Arizona Open Meeting Laws, A.R.S. 38-431

 

Except as otherwise provided by statute, written notice of each meeting of the School Improvement Site Council stating such time when and place where it is to be held, shall be served either personally, by email,  or by U.S. mail, not less than 24 hours prior to the meeting.

 

Article XI – Committees

The School Improvement Site Council, by resolution adopted by a majority of the entire council present at a duly authorized meeting, may from time to time designate from amount its members an executive committee, and may also designate from among its members and non-members such other committees as the council may deem desirable, each consisting or three(3) or more council members, with such powers and authority (to the extent permitted by law) as may be provided in such a resolution.  Each committee shall serve at the pleasure of the council.

 

 

Article XII – Agenda

A duly adopted agenda prepared by the Chair and all other relevant council members or parties shall be posted in accordance with the Arizona Open Meeting Laws, A.R.S. 38-43.

 

The meeting shall be conducted in accordance with the agenda.

 

The chair of the meeting shall have the right to limit discussion on any particular agenda item and shall have the right to provide time limits for any party wishing to speak on an appropriate point.

 

It shall be the council’s responsibility to maintain a responsive, yet positive, environment at the council’s meeting, and meetings shall be conducted in accordance with respect and harmony at all times.

 

Article XIII – Amendments of By-Laws

The council has no power to change the role and function of the Chair as set forth by those by-laws without formal approval of the Chair.

 

The council has no power to change any provision of the by-laws, all other by-laws of the council shall be subject to alteration or repeal, and new by-laws be approved, by a two-thirds (2/3) vote cast at such a meeting to be held by council members.

 

Article XIV – Ratification

This section shall not be impaired or invalidate or in any way affect any contract or other transaction which would be otherwise valid under the law (common, statutory, or otherwise) applicable to the council members approving or ratifying contracts or transactions by a vote of a majority of a quorum, and not withstanding the presence of any member at the meeting which action is taken.

 

Article XV – Quorum

Expect as otherwise provided heron, or by statute, at all meetings of the School Improvement Council the presence at the commencement of such meetings will include half the total membership eligible to vote plus one.  This number will designate a quorum.

 

 

 
 
 
The CGUHS Site Council - comprised of parents, community representatives, students, and school employees - works to evaluate and improve all aspects of the school, including its curriculum. All meetings are open to the public.
